Voice lets someone speak in a moderated (+m) room. Everybody else can only read.
Through ChanServ
In a registered room, services can do it for you if you are an AOP or higher:
irc
/cs OP #room nickname /cs DEOP #room nickname /cs VOICE #room nickname /cs DEVOICE #room nickname
You can use /cs OP #room on yourself to get your operator status back if you lost it. To remove everyone's status at once use /cs MDEOP #room.
Automatic status
People on the access lists get their status automatically when they join and are identified. See Access lists.
Protect the room from sudden ops
Turn on OPGUARD: only AOPs and higher can then be opped. See SET OPGUARD.
